Intelligence in public management: an analysis from an institutional perspective

Abstract Recent studies point out that the barriers to transition and structuring a smart government seem less technological more institutional. Against this backdrop, article provides an original contribution literature by analyzing dimensions of intelligence in public management under lens institutional theory. Also, from theoretical debate, research develops model institutionalization management. The card sorting technique was used validate four categories defined analysis (organizational structure, human capital, social engagement). These were considering respective intelligence: use data external information; organizational culture for intelligence; effective technologies (Big Data; Business Intelligence); evidence-based decision-making; inter-departmental inter-organizational collaboration; database organization unification; agility; efficiency effectiveness; engagement; innovation, co-creation, collective. results importance incorporating elements perspective legitimize government. stage, demonstrate agreement classifying items proposed construct, presenting itself as future opportunity be quantitatively tested.
